Indian baby passport photo: the under-four route
For an Indian domestic Passport Seva application, children below 4 have a specific supplied-photo rule: 35 mm wide by 45 mm high, with a white background and open visible eyes. Ordinary PSK capture and overseas consular instructions are separate routes. Read the appointment checklist before arranging photographs, signatures or supporting documents.
Verified specifications, with a source for every row
Choose the printed or digital route before reading a measurement. These entries record what our October 23, 2026 review established, with an official source beside each field. “Not specified” means the reviewed source did not settle that point; it does not grant permission or establish a new restriction.

Which Passport Seva rules apply to your child?
Under four is a supplied-photo branch
Passport Seva’s special photograph guidance concerns children below four years of age. The domestic specification is a white-background photograph measuring 35 mm across and 45 mm high. An ordinary PSK or POPSK application follows a different capture process: the application booklet says a supplied photograph is not required there, while the under-four exception is documented separately. Start with the child’s age and appointment instructions. Do not assume that an adult relative’s recent PSK experience explains what to bring for a newborn.
Face coverage is not a tested chin-to-crown algorithm
The minor-photo document describes face coverage as 80–85% of the photograph. That wording does not provide a verified millimetre range from chin to crown, or a clear formula equating coverage with linear image height. An automated system should not silently convert the phrase into a head-height pass threshold. We leave the missing head measurements empty in our data. For a borderline composition, use the official illustrated guidance or ask the appointment office instead of treating an invented percentage overlay as an authority.
Consent and birth evidence remain separate
A 2026 Pune official checklist lists birth evidence, parental-consent material and the photograph for children below four as distinct application items. That checklist helps establish the exception, but a local drive checklist is not a complete universal document list for every family in India. Missing Annexure D or birth evidence is not fixed by changing a photograph’s dimensions. Check the live document adviser for the application category and family circumstances, and keep those paperwork decisions separate from your review of the original image.
A domestic guideline does not standardise every consulate
Indian missions overseas can publish their own submission instructions. The reviewed San Francisco consular page contains different historical photo dimensions and paper-process descriptions, so we do not use it to define a universal overseas preset. Similarly, Canada’s photographer stamp and guarantor certification cannot be imported into an Indian application. The domestic booklet instructs applicants not to sign supplied photographs in its relevant supplied-photo section; an explicit under-four back-stamp obligation was not verified. Follow the actual mission or appointment checklist before annotating either side of a print.
Do you need an upload, a supplied print or centre capture?
Age and application location determine the Indian photo route. For domestic children below four, the reviewed guideline specifies a supplied 35×45 mm photograph. Ordinary PSK/POPSK instructions differ. Overseas missions need a separate check. Our sources do not establish which capture method is used most often, so we make no prevalence claim.
Before the appointment, check the live Passport Seva document adviser and the instructions attached to the appointment. Confirm that the child’s age and application category are correct. Keep the photograph protected from bending and marks, and keep a copy of the original capture for any instructed retake.
The historical official PSK process description confirms centre capture, but it is not evidence that a newborn no longer needs a supplied photograph. The more recent Pune checklist and the dedicated minor guideline are the useful cross-checks for that exception. A photograph is only one part of the child’s application.
Four problems to check before submission
These are rule-based retake scenarios, not a statistical ranking of rejection causes. Match a concern to the relevant requirement and inspect the original before changing anything. A crop can address framing when the source has enough space; it cannot repair blur, an obstructing hand, or an altered face.
A different country’s light background is substituted for white
The Passport Seva minor-photo guideline specifies white. We did not verify permission to substitute cream or light grey for a domestic under-four submission. Put a plain white backdrop in place before capture and remove folds casting strong shadows. Retake the original rather than replacing the background with white generated pixels afterward.
The eyes are obscured or fully closed
The reviewed Indian minor-photo document calls for open, clearly visible eyes. We found no explicit newborn exception permitting fully closed eyes. Arrange a short awake session and position the camera to show the face clearly. Remove a pacifier or toy before capture; do not paint visible eyes onto an existing photograph.
An assumed head-height formula drives a tight crop
The stated 80–85% face coverage should not be repackaged as a verified chin-to-crown height ratio. Check the official minor-photo illustration and keep the full face visible. If the source is already too tight, take another photograph with more room instead of enlarging the canvas or inventing millimetre limits for an automated pass.
The family brings only a digital square export
A domestic child below four has a documented supplied-photo requirement, while ordinary PSK capture differs. Read the appointment instructions and arrange the required physical photograph for the child’s route. A U.S. square JPEG or an unrelated overseas specification does not establish that the required Indian 35×45 mm photograph is ready.
How can you prepare the original without inventing camera rules?
Use the minor-photo document as the setup reference: plain white background, open visible eyes and a clear unobstructed face. Keep another person outside the frame when supporting the baby. Prepare several original frames during a calm moment, then choose a sharp image rather than trying to repair movement through editing software.
Inspect the photograph at full size before ordering prints. Look for a hand crossing the cheek, hair covering an eye or a blurred mouth edge. Improve the lighting and retake when those features are unclear. We did not find official ISO or shutter-speed values in the reviewed minor guideline, and cannot infer that a phone’s HDR setting caused a refusal. Ask the office about an ambiguous notice instead of applying unverified camera prescriptions.
Questions before you submit
Does Passport Seva photograph every baby at the centre?
Do not assume so. Ordinary PSK/POPSK instructions say a supplied photograph is unnecessary, but children below four have a separately documented supplied-photo requirement. Check the child’s appointment checklist and the official minor-photo PDF. Prepare the specified 35×45 mm photograph for that branch rather than relying on the ordinary adult capture process.
Is light grey allowed for an Indian baby passport photo?
The reviewed domestic under-four guideline specifies a white background. Explicit permission for light grey or off-white was not established, so those fields remain empty in our data. Use a plain physical white background and even light before taking the original. Do not treat another country’s accepted colours as an Indian exception.
Should a parent sign the back of the baby’s photo?
We did not verify an under-four photograph-back signature or studio-stamp requirement in the reviewed minor guideline. The application booklet separately instructs applicants not to sign supplied photographs in its supplied-photo section. Check the precise appointment or mission instructions before writing on a print, and do not copy Canadian guarantor procedures into India’s route.
Do birth certificates or consent forms change the photo size?
No alternative photo size linked to those documents was verified. The 2026 Pune checklist treats birth evidence, parental-consent material and the under-four photograph as separate requirements. Use the current document adviser for your circumstances. Resolving consent or parent details should not lead you to change a 35×45 mm domestic minor photograph without official instructions.
Can this site prepare my Indian passport photograph?
BabyPassportCheck currently prepares U.S. printed photographs only. Its square crop and print sheet do not implement Passport Seva’s domestic minor specification or an overseas mission’s requirements. Use this page and its official links to understand the route, then arrange the required photograph and documents through a suitable provider or the appointment process.
Official sources and review date
The official links below were reviewed on October 23, 2026. Requirements belong to the issuing authority and the chosen application route. Blank findings in our research are displayed explicitly, rather than filled with another country’s rules. Follow your application notice when it gives instructions specific to your child.
Which guidance should you read next?
BabyPassportCheck is a U.S. printed-photo preparation tool, with free checks and previews. The country guides below explain different official routes. Read the rejection guide when you have a notice, or use the at-home steps where capture is permitted. For example, Canadian commercial-photo requirements need a studio rather than the U.S. print-sheet workflow.
